Zuki looked at Akito. She didn’t like him, well, she didn’t like any of them, but him she didn’t like the most. He was, to her, annoying, just plain annoying. Happy and loyal and sweet, just like a dog and Zuki was more of a cat person.
Realizing just then that she had been spoken too she snapped her head away from Akito and towards Saburo- soutaichou. She nodded, “Yes, of course, I’ll get it done as quickly as possible.” Zuki was a tad worried. She had to create a Garganta. She could do it, but not with ease. Maybe a few all nighters and angry subordinates but it was all part of the job.
Zuki stood silently. With all the commotion going on she had no reason to say anything else and she didn’t really want to either. Kaen came…late. She scowled, she hated when people were late and as captains they should be aware of that but of course the only answers were excuses, excuses and more excuses! Men, She scoffed. She turned her attention to Renamori, another annoying figure in the group.
It not like she didn’t respect them. She did, but only as fellow captains, she really had no reason not to respect them, but respect and like were on completely different pages on the book. Heck, they were in different books!
“Renamori, we understand how you feel on the subject, but if everyone joined in then what do you think would happen? Hm? Shirking of responsibilities. If everyone is so focused on the war with Heuco Mundo than what will happen to the souls in the human world. Do you think shinigami can successfully carry out a task when they are worried about a war? No. Those souls are either eaten by hollows or become hollows themselves. That just makes more of a problem for us… I respect your views but we can’t spend all of our time fretting on a war that hasn’t bloomed.”

Akito merely watched as the other Captains started to converse about the recent provocations and threats that are starting to clog up the ears of most shinigami. He wondered if he should alleviate some of the tension building up but decided against it once Renamori started talking. Instead he remained silent. His head bowed a little and his eyes staring on the floor. He wasn't really into the conversation too much and he was hoping they don't reveal too much information to him. He already heard Sakata's plan on acquiring the Quincy's help as well as the current orders placed by Central 46 on the Gotei 13. With this information he could already imagine Kamiyama's face smiling from ear to ear. He cursed himself for the up-tenth time that day for his own weakness. He just hopes Seireitei will still be able to stand after this, or if possible, win. Sighing, he decided that he should at least try to do something, anything for that matter since he was starting to feel guiltier just standing there.
"Ah... I could send some of my subordinates... Or I could go there myself...? I wouldn't be that much of a help anyway..." he muttered, rubbing the back of his neck as he tried volunteering to what the Soutaichou asked. He wondered if he was doing this a lot lately. His neck wasn't even sore or even in a bit of pain. He straightened himself out and smiled rather weakly at the Soutaichou. He just hoped they would let him. But he knew it was for a long-shot that they'd allow it considering the current situation. They would need all Captains in Seireitei in case something goes wrong. The guilt started to weigh on him again since he knew he was sending his own people into their demise. But he thought it would be much better than having another Captain's men killed since he could easily cover it up if something bad happens. He was starting to think like a monster, he thought.
"I mean... I'm not really much of a fighter... It wouldn't make any difference if I'm here or not... It would also be much more easier to talk to them knowing that Seireitei sent a Captain rather than a normal shinigami. The Quincy still have their pride and they probably wouldn't take too kindly of us if we only sent a subordinate..." he reasoned, adding a bit of his sorrowful smile on his face. That was practically a lie. He could fight, it's just that he chooses not too. He hated fighting, but that didn't mean he couldn't easily kill anyone who deserved to die. In truth though, he really didn't want to set foot outside of Soul Society, but his conscience was starting to destroy his mind and he thought that he could, maybe, relieve the pain by not being with the people that gives him all the guilt he feels. Knowing Kamiyama, he knew it was only a matter of time before he ordered him to massacre his own division and even kill a fellow captain. If that happened, he wasn't sure he could even resist.
"And besides... one of 'them' is my former Captain... I feel obliged to do something..." he muttered lastly. Though it was more of a whisper the words were heavy with guilt and sorrow.

Saburo kept his eyes on the group as he finished talking, watching their reactions closely. He was glad that at least a few extra Captains had managed to come although even then, only half the Captains were here. Still, it was better than nothing. Having answered Kyoko's question, he looked over to Tsukiyo, who was the next to speak. Yes, she was definitely one of the most intelligent of the group. He didn't want the entire Gotei 13 in a wreck because they were so close to war. They needed to be more level-headed.
It was then that he received an answer to his earlier question regarding the Quincy. Looking across the room, his eyes landed on Akito, one of his youngest Captains. He listened as he made his suggestion of going there himself and he had to admit, it did make a lot of sense to send a Captain. However, there was also a reason that Saburo wanted to make known first.
"You do realize... Just how dangerous and foolish it may be to send a Captain, correct? If you go there alone, there is a good chance the Espada or the Vizard will attempt to kill you. If they did, the Gotei 13 will be in peril. As everyone in this room knows, for the most part, the Captains are the main military force of the Gotei 13. If one dies, one thirteenth of the group's power is lost. I would prefer to send a Vice-Captain or subordinate but your statement still holds true. If you wish to go, I insist upon going with a group of Onmitsukidou accompanying you from the Executive Militia itself. Nothing less would satisfy me. And even then I would still feel uncertain about sending you. I hope you can understand" Saburo replied. "I would rather your Vice-Captain go. If you wish to do something to help us, I insist upon waiting for now".

Kyoko's frustration slightly died down with his fellow 12th Captain's explaination. Indeed she was right about everyone single Division participating. Without others to do the normal jobs around here, Soul Society could fall. Kyoko nodded and simply took his place back in line. The 12th Division Captain had always been a bit more calm and collected than him, in which he knew this. She never really seemed to talk much, however knew what she was saying most of the time.
He decided to stop talking and listen as the other Captain's began to open up now, perhaps less nervous about their own questions and thoughts now that he had spoken. He wondered what job his Division would play in this war. There was also the thought of who would be the ones to contact those in the human world and were there any new humans with spiritual awareness?

"As you all may know, this, the protection of seireitei, falls in my area." Mifune had kept quiet for some time, waiting what might happen, still remembering the time when there were the great ones still under them. But today, there were new ones who would do all they could for this world, this seireitei and the humans.
"I think the captain commanders proposal is just right. We need to strengthen our pacts with whomever we can get to form one with us. So I think, the quincies are the smaller of two problems and we can rely at least a bit on their strength." That said, he looked in the round. He had ensured, that he or one of his subordinates wouldn´t have to go, at least he thought so with his first few words and also to ensure that seireitei was still standing when they would come back.
Even so, he noticed, that the atmosphere had become kinda weird, he knew that there was not only friendship between the captains, but in such a critical time, the captains should hold together.
"And for the defense, we also rely on the cooperation of the second squad as seireiteis police force. Also the sixth division should stay back to take counter measures for everyone who might betray the ideals of seireitei. But that´s just what I think about it. The other teams should be free to sent out shinigami out of their ranks now more easily as we can ensure seireiteis security."

"Hm... Good suggestions, Mifune-Taichou. I will need to get in touch with the Onmitsukidou about that as well. If possible, the Sixth Division will also agree to this. The rest of the Shinigami, as agreed, will still go out and hunt Hollows and perform Konsou" Saburo spoke, with a slightly tired tone. He was aging, after all. He may still be quite young but he was still aging. Pretty soon, he wouldn't be able to do the things he used to be able to do. Of course, he wasn't able to do those anyway considering his illness, which seemed to add to his fatigue somehow.
Looking at the group, he slowly parted his lips to speak again to the group of Captains in front of him. "Remember, you all must pass on this message to the other Captains who could not make it for some reason or another. We must remain unified and strong. Now, before you depart, I ask again. Is there anyone who can spare a messenger to ask the Quincy for their support in the upcoming war? Anyone? Preferably someone of Lieutenant level, if possible" Saburo asked again, hoping to get a good answer.

Akito was thinking pretty hard on what he was about to say. The Soutaichou had the authority to prevent him from ever going there, but he didn't have the power to save those they will send. If he goes by himself, there will not be a possibility of an attack, but if they force a group from the Onmitsukidou to accompany him, he would have no other choice but to kill them all. Akito by now was no longer thinking about the problem about the arrancar and vizards, but he was more stressed about the possibility of having to send some shinigami to their deaths knowing fully well that the only people who can know their plans are the current Captains. And then it hit him, why not? He could play that card well. If he lends a hand in assisting with the Quincy situation by forcing them to send him and him only, the suspicions and rumors about a spy would be for naught as there will be no casualties. If they send a group to the Quincy and they get ambushed, the suspicions of a spy will turn up a new and everything will go into chaos. If Soul Society were to survive this then they would have to be completely prepared for whatever happens and a panic will not be the perfect condition to be in. Akito, with a renewed vigor and finally convincing himself that it was for the betterment of Seireitei, made his case once again, and this time, he wants to pull a couple of strings...
"Sakata-soutaichou. I understand the repercussions of a Captain leaving his post, but all I can say is that this is completely necessary," he started, his eyes fixed somewhere above the Soutaichou's eyebrows fearing that he might see the uncertainty in his eyes. "You must be aware about the rumors going around about a spy in Seireitei's ranks... Well, I think we can probably say that there is a huge chance that it may be true." He knew he was pushing it, but it needed to be said, this is for Soul Society, he convinced himself. He started to breathe in a lot of air before continuing. He would need all the strength he could muster just so he could overcome the knot that is tightening inside his stomach as he was speaking. He need to sound sincere, no guilt and only determination in his tone. "And I can prove that by going to the Quincy personally, without my zanpakutou, alone and in a gigai that suppresses my reiatsu. Also, I would request that only those that are here in attendance will have knowledge of my mission, that way... If I ever get ambushed or caught, then the spy will be... undoubtedly one of us here," he finished, uncertain if they would be caught in his plan. If they ever decide otherwise, the possibility of him being found out will be very 'probable'. And the least he wants is to be found.
"Of course I hope I am wrong. But you have to understand as well that as you can see, I look exactly like Kamiyama-da... my former taichou. They would probably think twice of attacking me, appearances alone," he said, his tone hitched a bit as he mentioned his name. He almost said '-danna' which is master and that definitely would not be a wonderful thing to say in a room filled with Captains. It was true though as much as he hated to admit it. His current clothing is completely the same as with Kamiyama, down to hair detail. He could not remember when he started the habit of imitating his 'idol' but he was sure it was before he became a Captain. "And besides... I don't think I'll be of any help with security anyway...," he added in, a small chuckle escaping his lips. He wondered when he became so weak. Was it when Kamiyama returned? Or was it even before that? In any case, he needed to do this. If everything goes his way, there will be no casualties thus the rumor of a spy will be probably pushed aside, he would be able to prevent the Quincy from participating in the war and Kamiyama would not kill him. He sounded a bit selfish, he thought, but pushed that away preferring to convince himself that he was doing this for Soul Society.
"Sakata-soutaichou... I know what a Captain is supposed to do... But please allow me to this one little thing. I want to make up for my Captain's... betrayal." They all know he felt guilty for that as if he was the one who betrayed Seireitei instead of Mito. But what they didn't know was that it was his fault in the first place. That incident that allowed Kamiyama to get total control of him. He still remembered that day when his zanpakutou pierced Mito's heart. It is still extremely vivid that he could still remember it in the finest of detail, the warm feeling of his blood on his hands. Shaking his head, he proceeded to speak again, not minding if he was speaking too much. "Allow me to do this. I'll make sure the Quincy will assist us."

Zuki hung her head. Persistence if nothing was on his side. She was curious, about his urgency to perform this task and she certainly wasn’t about to limit to regular betrayals. “I say you let him go, Soutaichou. He obviously won’t give up so easily on this case. If you let him go he could die, but her could also succeed.” She took a breath. “The Quincy are a proud race, I doubt they would accept an invitation from anything lesser than a high ranked shinigami. This could be a choice of whether we fight alone or not, and as we all have probably assumed by now, our high ranked shinigami most likely won’t be able to fight all the arrancar and vizard, that would mean we would have disaster in the lower ranks and unseated officers.”
She stopped. She didn’t think this decision was the right one but she could gather information of the attack patters and choices of the arrancar and vizard of how they chose to deal with Akito, if they chose at all. If she could decipher what their plans were before they had a chance to put them in action than maybe they could stop them. The idea of a spy was open and everybody was a suspect, even she was, though she knew it was not true. It could be a captain or an unseated officer but she couldn’t take it out of the occasion that they would want to know how this meeting faired.

Saburo stared at them for a moment, thinking this through. They did have a point. If he DID go and he WASN'T attacked, it would prove that there was no spy. And knowing the Quincy, this may be the only way to convince them to join. Plus, he did seem to want to make up for his former Captain. Eventually, he spoke to the group of Captains, having made his decision.
"Very well then, I shall allow you to go. As you have stated, the Quincy are a proud race. To make alliances with them we will need to send someone of great authority. In addition, this may prove that no one here is a spy. After all, if they wanted a spy, they would make him a Captain. This may prove that theory of there being a spy wrong or right and help us. Megami Akito, you are hereby ordered to go to the Human World in secret and make alliances with the Quincy" Saburo spoke.
"If none of you have anything you wish to bring up, you may go now" he told the group.
